KAST Construction Promotes Sean Ouellette to CEO as Mike Neal Retires

West Palm Beach commercial contractor KAST Construction is changing leadership at the top. CEO Mike Neal is retiring in December, and the company is promoting Chief Operating Officer and President Sean Ouellette to succeed him, according to Bisnow and The Real Deal.

The outgoing CEO

Neal joined KAST as CEO and shareholder in 2010, bringing executive experience from Bovis Construction and Coscan Construction. He spent nearly 50 years in the construction industry overall. In a statement quoted by Bisnow, Neal said: "Sean has played an integral role in building KAST into the company it is today, and I have tremendous confidence in him as the right person to lead us into the future."

The incoming CEO

Ouellette joined KAST in 2016 as vice president of operations and was elevated to president and chief operating officer in October 2025. The Real Deal reported that under his tenure the firm's annual revenue grew to upwards of $450 million. Like Neal, he is a University of Florida graduate.

His stated priorities include diversifying KAST's project portfolio and expanding its geographic footprint. The company is already planning an Orlando office as part of a Central Florida push. Ouellette has also begun making leadership hires to support the expansion and is developing a new training and professional development program.

What to watch

The succession is an internal promotion rather than an outside hire. The more consequential question is whether the Orlando expansion gains traction. Ouellette has said he also plans to diversify the portfolio, though the sources do not specify which building types or delivery methods he is targeting.
